Abstract

The South Marmara Region, encompassing the provinces of Balıkesir and Çanakkale, stands out as a key destination for underwater tourism in Türkiye, reflecting the multidimensional nature of diving as both a sport and a tourism activity. This study aims to reveal the dual identity of diving and to analyze structural challenges at the regional level to develop a sustainable and value-generating tourism model. Adopting a qualitative research approach, the study employs a phenomenological design and collects data through semi-structured in-depth interviews conducted with dive center owners who are also certified instructors. The data were analyzed using thematic analysis and categorized around key themes. The study identifies that regulatory gaps, limited infrastructure, accessibility issues, weak promotion, and lack of cooperation hinder the development of diving tourism. The ongoing ambiguity between “sport or tourism?” leads to administrative confusion, reducing the visibility and economic impact of the sector. Findings show that this uncertainty undermines the recognition and contribution of diving tourism. The study proposes regional policy recommendations and emphasizes the need for a governance model aligned with the dual nature of diving.
