Abstract

Structural transformations in global dynamics make it necessary to redefine rural–urban interaction codes and spatial development paradigms. This study examines the Socio-Economic Development Index (SEDI), Project for the Integration of Rural and Urban Economies (KIR-KEP) and the Urban and Rural Settlement Systems in Türkiye (YER-SİS), which measure Türkiye’s rural capacity and settlement hierarchy alongside their inherent relationality through a comparative and analytical perspective. The main aim of the article is to synthesize the variable sets provided by these three studies in terms of spatial scale, methodology and functional scope, thereby offering a holistic assessment framework and an integrated decision-support mechanism for rural development. Methodologically, this study integrates the data from the relevant reports into an original “variable and scale matrix” based on demographic, economic, and social dimensions, alongside connectivity criteria. The research findings indicate the need for rural areas to shift from being perceived as isolated agricultural lands toward becoming dynamic functional regions integrated into the urban system. This analytical synthesis identifies the strategic significance and implementation potential of an “integrated decision-support mechanism” (BKDM) that—rather than leading to piecemeal interventions—integrates capacity, integration and accessibility axes into regional planning policies, higher-scale strategic decisions and resilient local development models.
