Abstract

Urban development processes are traditionally analyzed through the lenses of industry and services, whereas agriculture is frequently marginalized in urban discourse as a strictly rural activity. However, agricultural production can assume a strategic role in the urban economy when aligned with industrialization and institutional frameworks. The transformation of agricultural output into value-added is primarily driven by the management of institutional structures and organizational networks rather than simple increases in production volume. This study evaluates the synergy between agriculture and urban development from a planning perspective, specifically investigating Gaziantep, which experienced a notable growth in agricultural value-added during 2004–2022. Employing a mixed-method research design, the study combines macroeconomic analysis of secondary data with in-depth interviews across seven institutional actor groups. Qualitative findings reveal that integrating agricultural production with industrial processing significantly strenghtens urban economic inputs. Conversely, low-density urban sprawl remains the most critical structural threat to this integrated system. The research underscores the necessity of an integrated planning paradigm that frames agriculture as a core component of urban expansion and regional resilience strategies.
