Abstract
This study examines the historical and institutional transformation of housing provision in Türkiye within the housing market. Four major forms of housing production—housing cooperatives, the build-and-sell model, urban transformation, and TOKİ's mass housing production—are examined in terms of their dynamics and interrelationships. Legal and institutional regulations—particularly Cooperatives Law No. 1163 (1969) and Mass Housing Law No. 2985 (1984)—were decisive. TÜİK sectoral data covering 1964–2024 indicate that the private sector maintained its dominance, while cooperatives gained prominence after the 1980s and direct public-sector production remained relatively limited. The analysis indicates these forms largely complemented one another during the 1980s and 1990s, whereas their relationships were reconfigured from the 2000s onward. This reconfiguration is traceable in two indicators: cooperatives' share of permitted housing provision fell to about 1% in 2020, while direct public-sector production remained limited at 5.7–5.8% and TOKİ's public programme delivered 1,495,526 dwellings by end-2024. Rising prices and rents after 2020 have brought rental social housing back onto the agenda.
