Abstract

This article examines debates over decent work in Turkish manufacturing by comparing young workers’ and employers’ perspectives and foregrounding discouragement as an underexplored outcome. Using the International Labour Organization’s framework, a phenomenological design and in-depth interviews, it analyses how subjective experiences shape meanings of decent work. Findings show divergent narratives: young workers emphasise dignity, fairness and social recognition, whereas employers stress productivity, discipline and workplace harmony. Employers’ ‘family-like workplace’ rhetoric portrays employment relations as caring and cohesive; however, it normalises low wages and obscures power asymmetries, leaving young workers feeling underrepresented and ignored. These interpretations reinforce generational and positional divides and deepen labour market mismatches. By identifying discouragement as a mechanism linking employer discourse to young workers’ lived experiences, the article addresses neglected subjective demotivation processes and shows how decent work is symbolically constructed yet materially constrained, particularly for young workers in developing economies. In this context, the study develops concrete and actionable policy recommendations aimed at mitigating these mismatches and enhancing young people’s more effective integration into the economy.
