This study examines the role of civic initiatives and place-based memory practices in safeguarding and transmitting cultural memory in Edirne through the case of Ender Bilar and the Dr. Ratip Kazancıgil Culture House. The research adopts a qualitative case study design. Data were collected through radio program recordings, transcriptions of audiovisual materials, online sources, and on-site observations conducted at the Culture House. The data were analyzed using thematic analysis, and the findings are presented under five themes aligned with the research questions. Bu çalışma, Edirne’de kültürel belleğin korunması ve aktarımında sivil girişimler ile mekân temelli bellek uygulamalarının rolünü, Ender Bilar ve Dr. Ratip Kazancıgil Kültür Evi örneği üzerinden ele almaktadır. Araştırma, nitel araştırma yöntemlerinden durum çalışması deseniyle kurgulanmıştır. Veriler; radyo program kaydı, görüntü kayıtlarının yazıya dökülmesi, çevrim içi sayfalar ve Kültür Evi’nde gerçekleştirilen yerinde gözlemler yoluyla elde edilmiştir. Elde edilen veriler tematik çözümleme yöntemiyle çözümlenmiş ve bulgular araştırma sorularıyla uyumlu beş tema altında sunulmuştur. Bulgular; bilginin paylaşım etiği ve kurumsallaştırılması, mekânın yaşanmışlık duygusu korunarak yerinde sergileme yoluyla belleğin yeniden üretilmesi, panolar, karekod uygulamaları, web arayüzü ve otomasyon gibi araçlarla karma aktarım kanallarının kurulması, vasiyetin ticari mülk anlayışından çıkarılarak kamusal faydaya dönüştürülmesi ve bu dönüşümün yönetişim boyutu ile “her mahalleye bir kültür evi-bilgi merkezi” yaklaşımı üzerinden yaygınlaştırılabilir bir model önerisi başlıklarında yoğunlaşmaktadır.
