Abstract
This study is a theoretical literature review that examines populism in terms of its conceptual ambiguity, analytical limitations, normative debates, and political-strategic functions. The fact that populism can manifest in diverse forms across different historical, social, and ideological contexts (right/left, democratic/authoritarian, inclusive/exclusive) necessitates its consideration not as a fixed ideology, but rather as a contextually sensitive and flexible political logic. Within this framework, the study discusses populism's relationship with ‘‘the people,’’ ‘‘the elite,’’ and ‘‘the general will,’’ and demonstrates that elements such as charismatic leadership, authoritarianism, nationalism, and xenophobia are not necessary components. The scope of the study is limited to a comparative examination of the fundamental theoretical approaches in the populism literature and the forms populism takes in different political contexts. The method employed is qualitative research and theoretical analysis based on a literature review; since the study does not include empirical data, it is structured as a review. The problem addressed in this study is the lack of a single, agreed-upon definition of populism in the literature, which obscures analytical and normative assessments. The findings show that populism can be minimally defined through its emphasis on popular centrism, anti-elitism, and the general will; however, it can produce various political outcomes in different contexts, either strengthening democratization or deepening polarization. Consequently, populism cannot be considered a completely democratic or completely anti-democratic phenomenon; it should be treated as a flexible political logic that can evolve in different directions depending on the context. Therefore, the analysis of populism necessitates a contextual and comparative approach rather than ideological presuppositions.
