Abstract
Throughout history, the concept of justice has always been highly valued in Turkish states. The understanding that the state and its rulers must be just is fundamental to the state's continued existence. The mechanism that ensures justice in the eyes of the public is the complaint mechanism. Through this mechanism, the public seeks redress by reporting their dissatisfaction with the state's administration and instances of rights violations. The state, in turn, examines these complaints and, when it identifies an injustice, works to rectify it. Furthermore, the state gains information about societal norms through these complaints, essentially gauging public opinion. It also identifies societal shortcomings and develops policies to address them. The aim of this study is to examine the functioning of the complaint mechanism during the Ottoman Empire and to assess the existence of a two-way process from both the public and state perspectives. A descriptive and relational approach has been adopted, and the study is based on a literature review and historical background. The study's scope consists of the mechanisms within the Turkish administrative tradition, specifically the Ottoman Empire, through which those governed could voice their complaints and seek redress, the functioning of these mechanisms, and the data on applications submitted. The most important finding of the study is that there is a positive correlation between the concept of justice and the complaint mechanism.
Özet
Tarih boyunca Türk devletlerinde adalet kavramına her zaman önem verilmiştir.
