Abstract
Abstract This study aims to examine the level of women’s representation and participation in local governments based on a feminist theoretical framework. A theoretical foundation is established by examining the historical development of feminism through first, second, and third wave approaches. Within this scope, the study aims to reveal the forms of women's participation in decision-making processes at the local level and how this participation is institutionalized through women's assemblies within city councils. The study is limited to women's assemblies within the city council system in Turkey, and the Alanya and Yeşilyurt City Council Women’s Assemblies are analyzed comparatively. A qualitative research method was adopted, and document analysis was used as the data collection technique. In this context, legislation, directives, academic studies, institutional documents, and activities on the official websites of municipalities were examined. The problem addressed in the study is how the level of women’s representation and participation in local governments differs in terms of institutional structure, operation, and areas of activity. The findings show that city councils and women's assemblies offer important mechanisms in terms of participatory democracy and governance; however, they mostly function at the advisory and recommendation level in decision-making processes. The comparative analysis revealed that both women's councils strengthen women's participation in local government. The Alanya City Council Women’s Council exhibited a project-based structure focusing more on empowering women through training, seminars, workshops, and awareness-raising activities; while the Yeşilyurt City Council Women’s Council had a more institutionalized organizational structure and conducted work in a broader range of social and cultural areas. In conclusion, the study demonstrates that women’s councils are important participation mechanisms for local democracy; however, the quality of women’s participation in local government varies depending on the institutional structure, organizational form, and local government practices.
