Abstract

In the maritime transportation sector, which constitutes the backbone of the global trade network, ensuring operational continuity is directly dependent on the performance of ship agency enterprises. Considering the intense time pressure, high level of responsibility, and multi-actor structure of operations carried out in ship agencies, the proper selection of personnel to be employed in these enterprises is a critical factor for operational success. However, personnel selection processes are often based on intuitive and subjective judgments, which increases the risk of incorrect decisions. This study aims to identify the criteria to be considered in personnel selection for ship agency enterprises using the Analytic Hierarchy Process (AHP), one of the Multi-Criteria Decision Making (MCDM) methods, and to determine the most suitable candidate through the TOPSIS method by utilizing the calculated criterion weights. The criteria, established based on expert opinions, were weighted using the AHP method, and subsequently, five candidates were evaluated and ranked according to their relative closeness to the ideal solution using the TOPSIS method. The results indicate that criminal record, anger control, and health status are the most significant criteria in personnel selection. According to the TOPSIS analysis, Candidate 4 was identified as the alternative closest to the positive ideal solution. Furthermore, the differences observed between the rankings obtained under equal weighting and those derived from AHP-based weights clearly demonstrate the decisive impact of criterion weights on the final decision. The findings reveal that relying solely on experience or intuitive approaches in personnel selection may be insufficient for ship agency enterprises. Accordingly, the integrated use of AHP and TOPSIS provides a more systematic, transparent, and objective evaluation framework for human resource decision-making and offers an applicable decision support model that contributes to both the academic literature and sectoral practices.
