Abstract

This study examines the impact of the Ukraine crisis on NATO's security perception and strategic identity within the context of the Alliance's post-Cold War transformation process. The study's main argument is that NATO experienced a clear and qualitative break in its strategic priorities with the 2014 annexation of Crimea and the Russia-Ukraine War that began in 2022, shifting the organization from a crisis management-focused security approach back to a collective defense axis. This transformation has not been limited to increasing the organization's military capacity, but has also led to a restructuring of threat definitions and strategic priorities. The study adopts a qualitative research method. Within this framework, NATO's Strategic Concept documents and summit declarations published from 1991 to the present have been examined using a comparative content analysis method. The analysis aims to reveal the change in the Alliance's perception of threats, its discursive transformation, and the shift in its security understanding from a holistic perspective. The findings show that the strategic partnership approach developed with Russia in the post-Cold War period has been replaced by a security perspective in which Russia is explicitly defined as “the most important and direct threat.” In this regard, NATO has strengthened its deterrence capacity through the Readiness Action Plan (RAP), the Very High Readiness Joint Task Force (VJTF), and forward deployments on its eastern flank. Furthermore, areas such as hybrid threats, cyber security, and civil resilience have risen to a central position in NATO's new security architecture. Ultimately, the Ukraine crisis is considered a structural turning point that reshaped NATO's operational structure, strategic identity, and security priorities.
