Abstract

Advances in information and communication technologies are a core element of smart cities, a new phase of urban development. The increasing integration of applications developed in parallel with the technology-based revolution into urban life has provided several advantages in the functioning of social life, while the new dynamics emerging from the combination of crime and different technologies have also led to changes in approaches to crime. This study examines the relationship between smart cities and cybercrime within a conceptual framework. The causes, effects, and countermeasures of cyberattacks occurring in smart cities are explored within the framework of "crime opportunity" theory. While the study reveals the processes of manipulating the digital infrastructure of smart cities, which are the focus of cybercrimes, as a tool of crime, it also argues that current legal practices, social and cultural values, social support programs and individual education, as well as police measures, are effective in reducing and preventing the effects of cybercrimes on smart cities and their inhabitants.
