Abstract
This study examines the phenomenon of public security beyond the conventional understanding of security, within the frameworks of rights, public interest, democracy, and the principle of the social state. Public security is conceptualized as a multidimensional notion that encompasses not only the suppression of violence and the maintenance of public order, but also the legal and social safeguards that enable individuals to enjoy their fundamental rights and freedoms effectively. In this context, the relationship between security and liberty is discussed through the lens of the legitimate limitation regime in a democratic society, the principle of proportionality, and the guarantees of the rule of law. The study also analyzes the approaches of Hobbes, Locke, and Rousseau within the tradition of social contract theory. It argues that in Hobbes, security is constructed based on sovereignty to terminate the state of war; in Locke, the primary purpose of the state is to protect the rights to life, liberty, and property; and in Rousseau, security is shaped around collective will and equality. Furthermore, the study emphasizes that the social state redefines security through the reduction of structural risks and the strengthening of social stability via social policies, and that welfare policies are determinative not only in economic terms but also in relation to psychological security. Ultimately, the study concludes that public security should be assessed holistically based on the principles of the democratic state governed by the rule of law and the social state, in connection with the protection of rights and the management of social risks.
