1970s crisis represents an important moment in the history of capitalism. In this process called financialization, on the one hand, financial capital outshines as a hegemonic leader in the rhetoric of capitalist growth, on the other hand, conceive format of capital to the social field and social actors who act in this field changed significantly. In this period, every ıssue related to society settled the basis of a stable monetary cycle required in terms of financialization. Social expectations and behaviors, seeing forms of individuals to the economic progress and future orientations of them and breathed culture by social actors has become the most important variables for a healthy economy and politics. Money management, expectations management has been accompanied; a positive meaning on the economic condition that people have in the local field has been established as the basis of favor that money circulating in the global area will show local field. Therefore, issues related to human, in the process of integration of national economies into the global space and reproduction of capitalism, has become a security risk. Thus, Social Risk Mitigation Project which is the subject of this text, is evaluated as the product of an effort to eradicate this risk.

Finansallaşma adı verilen bu süreçte, bir yandan finansal sermaye, kapitalist büyüme retoriği açısından bir hegemonik lider olarak ön plana çıkarken bir yandan da sermayenin toplumsal alanı ve bu alan içerisinde hareket eden toplumsal aktörleri tasavvur etme biçimi önemli ölçüde değişmiştir. Bu dönemde, toplumsala içkin her husus, finansallaşma açısından zorunlu olan istikrarlı bir parasal çevrimin temeline yerleşmiştir. Toplumsal beklentiler ve davranışlar, bireylerin ekonomik gidişatı görme biçimleri ve gelecek yönelimleri ile toplumsal aktörlerin soludukları kültür, artık sağlıklı bir ekonomi-politika için önemli değişkenler haline gelmiştir.
