Abstract
Neoliberal education policies have increasingly restructured vocational education systems in line with the demands of labor markets. In Türkiye, Vocational Education Centers (Mesleki Eğitim Merkezleri - MEM/MESEM), which have expanded rapidly following the legal and institutional reforms introduced after 2016, incorporate students into a hybrid educational model consisting of one day of school-based education and four days of workplace-based training each week, thereby directing them into production processes at an early age. Operating across 39 vocational fields and 193 specializations, the system currently serves approximately 1.4 million students. This study examines the restructuring of vocational education policies in Türkiye through the case of MESEM within the broader context of neoliberal transformation. Drawing on official statistics published by the Ministry of National Education, national and international policy documents, and the relevant literature, it analyzes how the institutional organization of vocational education reproduces gender-based occupational segregation through its structural design. Rather than merely describing student distributions or vocational fields, the study critically examines the institutional organization of vocational education, the education-labor nexus, and the gender regime embedded within neoliberal vocational education policies. Adopting a qualitative research design, the study employs a critical feminist policy analysis based on the comparative document analysis of national and international policy documents and institutional reports. It conceptualizes MESEM not simply as a vocational education or employment model but as a policy mechanism through which gender-based occupational segregation, child labor, and processes of social reproduction are institutionally reproduced. By demonstrating how neoliberal vocational education policies institutionalize gender inequalities, the study contributes to the critical feminist analysis of vocational education policies and to broader debates on education, labor, and social justice.
