Abstract

This article examines influencer marketing not merely as an economic strategy but as a multidimensional phenomenon shaped by ethical, legal, and cultural dynamics. As digitalization accelerates, social media platforms have transformed brand–consumer interaction, positioning influencer marketing as a central tool in contemporary marketing communication. The study provides a comparative analysis of Turkey and Russia. In Turkey, the Consumer Protection Law (No. 6502), the Commercial Advertisement Regulation, and the 2021 Influencer Guidelines prioritize transparency, prohibition of covert advertising, and consumer protection. In contrast, Russia's Federal Law No. 38-FZ, the Unified Internet Advertising Register (ERIR), and the 2025 online advertising tax establish a centralized, state-controlled regulatory structure. The findings show that Turkey adopts an ethics-oriented and EU-aligned model, while Russia follows a control-focused framework emphasizing administrative oversight. By systematically comparing these divergent approaches, the article offers an original contribution to the literature and valuable insights for policymakers, brands, and researchers.
