Abstract
This study evaluates two fundamental structural problems threatening human capital accumulation in Turkey, based on statistical data: Firstly, the internal loss of active young labor market potential characterized by the NEET (not in education, employment or training) phenomenon; secondly, the brain drain trend among qualified higher education graduates and the transfer of human capital out of the country. Although Turkey has the advantage of a young population, referred to as a "window of opportunity," due to its demographic structure, it experiences structural problems in transferring and integrating this potential into the labor market (TÜSİAD, 1999). NEET and the brain drain of qualified individuals threaten not only the country's current production capacity but also its development vision for the coming years. The statistical data clearly shows that the combination of high NEET rates, which restrict the country's active young labor market potential, and the increasing brain drain trend, which causes a loss of qualified human capital, poses a serious threat to Türkiye's future labor market sustainability and economic competitiveness. The main objective of this article is to analyze how two main structural problems, manifested as the NEET phenomenon and the brain drain trend, erode Türkiye's existing human capital potential and how this situation leads to functional failures and inefficiencies in the national labor market. Following a comprehensive diagnosis of the existing problems, this study offers evidence-based policy recommendations to mitigate the disadvantages faced by the young labor market and reverse skilled migration. Ultimately, this study strongly emphasizes the strategic necessity of a holistic approach involving inter-sectoral cooperation and long-term planning in human resources management processes to combat such complex and multifaceted problems.
