Abstract

This study examines the security of health data and patient privacy processed within Hospital Information Management Systems (HIMS) through a holistic approach encompassing technical, legal, and administrative dimensions, and presents the security measures that HIMS should provide. With the rapid digitalization of healthcare services, HIMS has become a fundamental infrastructure enabling the electronic management of numerous clinical and administrative processes, ranging from patient admission and laboratory operations to pharmacy services and financial transactions. However, the classification of health data as sensitive personal information exposes these systems to various risks such as cyberattacks, data breaches, unauthorized access, ransomware incidents, and human errors. The increasing number of healthcare data breaches worldwide demonstrates that ensuring the security of health information systems is not only essential for protecting personal data but also critical for maintaining service continuity and patient safety. In this study, the modular structure of HIMS, access control mechanisms, and data security requirements are analyzed. Technical security measures such as role-based access control, multi-factor authentication, data encryption, and system logging are discussed together with the importance of compliance with national and international regulations including KVKK, GDPR, and HIPAA. The findings indicate that HIMS security cannot be ensured solely through technical measures; instead, a multi-layered security architecture integrating technical solutions, operational processes, and legal frameworks is required. This study defines a multi-layered security architecture for HIMS that considers technical solutions, operational processes, and legal regulations together.
