Abstract
Managerial appointments to project schools under the Ministry of National Education are conducted through a distinct regulatory framework that, unlike the process applied in standard public schools, does not require written or oral examinations. The primary aim of this study is to examine how this appointment process is perceived and evaluated by education staff within the framework of organizational justice. The study adopts a qualitative research approach, employing phenomenology as its research design. The study group consists of school administrators, prospective administrators, and teachers working in Ankara province, with participants selected through maximum variation sampling. Data were collected using a semi-structured interview form and analyzed through descriptive analysis. The findings reveal that participants predominantly evaluate the practice of appointing administrators to project schools through themes such as inequality, disregard for merit, lack of transparency and trust, and inequality of opportunity. Participants stated that they expected objective criteria such as scientific rigor, professional experience, and merit to serve as the basis for appointment processes. The perception that these expectations remain unmet negatively affects employees' trust in the institution and their sense of justice. Consequently, it is concluded that the current appointment process undermines education staff's perception of organizational justice. This finding highlights the need to reconsider education management policies on the basis of the principles of transparency and merit. The study is expected to contribute to policy discussions concerning managerial appointments in project schools, as well as to the relevant body of literature.
