Abstract

Introduction: Standardization in education is a key quality assurance element in terms of the comparability of graduate competencies, the development of professional competencies, and the sustainability of service quality. Although Emergency Aid and Disaster Management (AYAY) programs offering undergraduate education have rapidly expanded in Turkey since 2005, there are differences in their program structures and content. Purpose: The purpose of this study is to examine the level of standardization in education within AYAY undergraduate programs in Turkey. Method: The research was conducted using the document analysis method within the framework of a qualitative research approach. In this context, the YÖK (Council of Higher Education) Atlas, YÖK Statistics, official websites of universities offering AYAY undergraduate programs, Bologna information packages, course catalogs, and relevant academic documents were examined. Structures influencing educational processes—such as the academic organization of the programs, course contents, European Credit Transfer System (ECTS) distributions, practical components, and program competencies—were analyzed. The data obtained were evaluated comparatively, and similarities and differences between the programs were classified thematically. Findings: Findings, indicate that there are significant differences among AYAY programs in terms of academic structure, curriculum content, intensity of practical training, and ECTS distribution. It was found that the programs are administered under different faculties, disciplinary emphases vary, and there are significant differences in program competencies. Result: The research results reveal that institutional and academic standardization in AYAY education is limited. This situation may lead to differences in graduate competencies and the formation of professional identity. Developing a discipline-specific core curriculum, harmonizing program outcomes, and strengthening quality assurance mechanisms could contribute to achieving standardization.
