Abstract

Sports diplomacy has emerged as one of the areas attracting growing attention within discussions of public diplomacy and soft power in recent years. The capacity of sport to reach broad audiences, to involve non-state actors, and to contribute to international visibility has made it an important subject in foreign policy debates. This study examines the concept of sports diplomacy within the framework of public diplomacy and soft power, and evaluates Türkiye’s visibility in this field through its historical background, institutional framework, the instruments of sports diplomacy, and selected country cases. The study is based on a qualitative research approach and draws on a literature review and document analysis. The findings indicate that sports diplomacy operates through a range of instruments, including mega sporting events, the representative role of athletes, sponsorship relations, media use, and bilateral cooperation networks. The cases of the United States, Qatar, Australia, and China demonstrate that sports diplomacy takes different forms depending on countries’ institutional structures, political priorities, and existing capacities. In the case of Türkiye, the analysis suggests that while there is a historical accumulation and considerable potential, this field still requires further development in terms of institutional continuity, strategic coherence, and implementation. In this respect, the study argues that sports diplomacy in Türkiye should be addressed not only as a means of enhancing international visibility but also as a field of representation requiring more systematic planning and coordination.
