Abstract
One of the most significant indicators of Ottoman/Turkish modernization is non-governmental organizations, which lacked institutional counterparts in the classical era and began to emerge-whether charitable or otherwise-from the second half of the 19th century onward. These nascent structures multiplied rapidly within the atmosphere of freedom established by the Second Constitutional Era. One of the notable societies formed during this period was the Üsküdar Tekâmül Club (Üsküdar Tekâmül Kulübü), established under the leadership and patronage of Prince Abdülmecid Efendi. The society adopted raising the cultural and intellectual level of Ottoman society as its primary objective; accordingly, it aimed to organize conferences and various events in scientific, literary, scholarly, and commercial fields. Alongside its cultural mission, the club embraced the ideological ideals of the Constitutional regime, strongly supported the doctrine of ittihâd-ı anâsır (union of elements)-which envisioned the convergence of diverse religious and ethnic groups under a common identity-and hosted Constitutional celebrations attended by broad masses. In the realm of social solidarity, the society conducted direct aid activities and supported the campaigns of other associations, functioning as a central coordination hub for in-kind and cash assistance. The club’s 52-article internal regulations (nizamnâme), published in the Necât-ı Millet newspaper, substantiated its institutional structure by establishing legal rules for democratic procedures, internal organizational discipline, and a transparent administrative approach. Ultimately, the club represents the multidimensional civil organizational practice of the Constitutional period.
Özet
Osmanlı/Türk modernleşmesinin en mühim göstergelerinden biri, klasik dönemde kurumsal karşılığı bulunmayan ve 19. yüzyılın ikinci yarısından itibaren hayrî veya muhtelif niteliklerle filizlenen sivil toplum kuruluşlarıdır. Bu nevzuhur yapılar, II. Meşrutiyet’in tesis ettiği hürriyet zemininde hızla çoğalmıştır.
