Abstract
In the early nineteenth century, the ongoing Anglo-Russian rivalry over Iran evolved into a clear struggle for influence by the mid-century. This competition intensified particularly after the Russo-Persian wars, which began with Fath Ali Shah’s campaign against Georgia in 1804 and ended with the Treaty of Turkmenchay in 1828, followed by Iran’s attempts to reassert its historical sovereignty over Herat. These developments raised serious concerns in British political circles that Russia might expand its influence toward the western frontiers of India. Russia, considering intervention alongside Qajar-ruled Iran in matters affecting Britain’s interests along the Indian route, supported Iran’s military activities on its eastern borders starting from 1830. This support became concrete in 1837 when Mohammad Shah laid siege to Herat. Britain responded to this move by occupying the Persian Gulf. The threat of British occupation of southern Iran led to the withdrawal of Iranian forces from Herat. This study demonstrates that the support provided by Russia to the Qajar court during the siege of Herat had a significant impact on British decision-makers in both Calcutta and London. Nevertheless, Britain's swift and direct military intervention ensured that the outcome of the Herat campaign developed in accordance with its own interests. This development made a substantial contribution to the consolidation of British influence in the territory of present-day Afghanistan. In the existing literature, the Herat Question has generally been examined within the framework of Iran–Britain relations, Iran–Russia relations, or the interactions between Iran and the Afghan emirates. This article, however, approaches the issue from a broader perspective, analysing it within the context of the Great Game, with particular emphasis on the diplomatic rivalry and strategic manoeuvres between Russia and Britain.
