Abstract
This study examines the escalation incidents following false news in the Zabjelo region of Montenegro on October 25, 2025, and investigates the impact of digital public opinion pressure on foreign policy through a case study. The rapid dissemination of unfounded reports on the X platform alleging that Turkish citizens were involved in a stabbing incident led to protests and an anti-Turkish hate movement within the country. In the face of this rising irrational public opinion pressure, Montenegrin Prime Minister Milojko Spajić announced via social media the temporary suspension of the visa exemption for Turkish citizens. In the subsequent process, as a result of the diplomatic engagements by Turkish authorities and the Podgorica High Court's revelation that the accused Turkish citizens were not even at the scene of the incident, the exemption policy was reinstated. The examined case offers an important conclusion regarding how an angry minority in a low-population country possesses the potential to adversely affect the nation's future. Not only Turkish citizens but also Montenegro was affected by this process. Consequently, the study demonstrates the potential of social media to organize anger rather than providing democratic participation, and illustrates how domestic politics can directly shape foreign policy decisions.
