Abstract

Abstract The need for long-term care has acquired the character of a structural social risk in the field of social policy with the spread of population ageing, disability, and chronic diseases. This need affects the daily life of the person receiving care and also has significant consequences for the income, working life, psychological well-being, and social relations of family members who actually assume care responsibilities. In Türkiye, care services are still largely provided within the family. However, home health services, home care allowances, and support services for individuals providing care do not appear to be sufficiently integrated within a common long-term care system. This article is a narrative review that evaluates the need for care insurance in Türkiye from the perspective of individuals providing home-based care through the experience of Japan. The study examines the social risk character of long-term care, the economic, social, and psychological burdens placed on individuals providing care, the institutional outlook of the care field in Türkiye, and the main features of Japan’s long-term care insurance system. As a result, the article argues that care insurance in Türkiye should not be considered merely as a payment arrangement, but should instead be evaluated within a more integrated care system based on functional dependency, coordinated service delivery, and support services for individuals providing care.
