Abstract

Universal Basic Income (UBI) is a social policy proposal that envisages providing individuals with unconditional, regular income support. Recent technological transformations, demographic changes, and debates regarding the sustainability of social protection systems have renewed academic and political interest in UBI. However, disagreements persist regarding the impact of UBI on poverty, work behavior, income distribution, and fiscal sustainability. The aim of this study is to analyze UBI and similar practices using a comparative document review method and to evaluate the debates on the subject through examples of implementation. The study examines public policy applications implemented in Mongolia, Iran, Alaska, and Macau, as well as experimental pilot applications implemented in Namibia, India, Kenya, Finland, and Canada (Mincome). The applications are systematically compared in terms of their objectives, key characteristics, findings, and contributions to the UBI literature. The findings indicate that income security can contribute to poverty reduction, particularly among low-income and economically vulnerable groups, but there is no strong evidence to suggest that it significantly negatively impacts work behavior. In addition, many applications have been reported to have resulted in positive improvements in health, education, and individual well-being indicators. While it was concluded that the contribution of income transfers to social justice and income distribution can vary depending on the design and financing structure of the application under examination, it was also found that the financial sustainability of the application is closely related to the financing model of the application, the economic conditions in the country, and the institutional infrastructure of the country, rather than the application itself. Instead of merely describing different country applications, this study aims to systematically synthesize common findings by evaluating these applications within the framework of fundamental discussion questions related to income transfers. In this respect, the research is a qualitative study that analyzes income transfers and similar applications using a comparative document review method and evaluates the findings under common axes of discussion. The results and evaluations yield original findings that will contribute to the literature on income transfers. In this respect, it is expected that the study will also contribute to future academic studies and policy discussions in the field of social policy.
