Abstract
This paper seeks to discuss provincial tax capacity in Türkiye within a multidimensional framework and to find within-cluster performance variation by clustering provinces of similar structural features. To this end, secondary data collected in the Revenue Administration was utilized, and eight indicators representing every 81 provinces were incorporated in the analysis. These indicators include the number of taxpayers with personal income tax, the number of taxpayers with corporate income tax, the number of tax-related administrative units, and the number of tax offices. Since the dataset has large scale differences and outliers, logarithmic transformation and strong standardization was preemptively used prior to the primary analysis. K-Means clustering algorithm was then used to classify the provinces and the number of clusters was selected using the Silhouette coefficient. The results show that the provincial tax capacity in Türkiye is arranged according to two clusters. The first cluster comprises those provinces that have comparatively small tax volume and the second cluster contains those provinces that have greater economic and institutional strength and have significantly large tax volume. After the clustering step, the weight of criterion was independently determined in each cluster based on the Entropy method, and as a result, the determinants of cluster-specific determinants of tax capacity were identified. The findings indicate that in the provinces characterized by lower and medium-scale taxation forms, the role of the number of tax offices and total units related to taxes is more decisive, and in the provinces with higher tax capacity, economic and institutional variables have a more balanced contribution. Finally, MARCOS technique was used to rank provinces within each cluster based on their performances. In general, the results indicate that tax capacity in Türkiye fails to exhibit a one-dimensional trend, but instead, it is influenced by the dissimilar mixes of administrative infrastructure, institutional depth, and economic scale in clusters. In this context, the study provides multilayered and integrated analytic framework of assessing regional tax capacity.
