Abstract

This study aims to examine pre-service history teachers’ skills in evaluating historical arguments within the context of the Tanzimat Edict. The research was designed as a qualitative case study. The participants consisted of 18 pre-service teachers enrolled in the Department of History Education during the 2025–2026 academic year. The study focused on the Tanzimat Edict as a controversial historical issue. Data were collected through a semi-structured interview form developed by the researchers based on the Toulmin Argumentation Model. The interview questions addressed the dimensions of understanding the problem situation, generating historical questions, using prior knowledge, using evidence, justification, evaluating counterarguments, and reconsideration. The collected data were analyzed through content analysis, and the analysis process was conducted in accordance with the logic of MAXQDA through themes, categories, and codes. The findings revealed that the majority of the pre-service teachers regarded the Tanzimat Edict as a controversial historical topic. Participants developed differing interpretations regarding whether the Tanzimat reforms emerged primarily as a result of Ottoman modernization efforts or as a diplomatic necessity shaped by the pressure of European states. A considerable number of participants referred to both primary and secondary sources to support their historical arguments, including Ottoman archival documents, the text of the Tanzimat Edict, and scholarly works written by historians. However, some participants experienced difficulties in establishing a clear relationship between sources and evidence and in constructing logical justifications for their claims. The study concluded that participants’ historical thinking and historical argumentation skills varied significantly. Noticeable differences were identified particularly in the use of evidence, the development of counterarguments, and the ability to make multidimensional evaluations. Based on the findings, it is suggested that history education should include more controversial historical topics, greater use of primary sources, and instructional activities tha
