Abstract

This article proceeds from the fundamental assumption that the global trade system cannot be explained solely through market mechanisms, supply-demand balances, and competitive dynamics; rather, this system is profoundly shaped by public administration capacity, raison d'État, institutional structure, governance models, and strategic public policies. The study analyses the historical evolution of international trade regimes not only through economic paradigm shifts, but also through transformations in the role of the state, the restructuring of public administration, and the changing nature of the global governance architecture. In this context, the book chapter addresses the structural transformation from classical liberal trade understanding to the neoliberal globalisation era, and then to state-centred new economic governance models, from a multidimensional perspective. It demonstrates that in the post-globalisation era, public policies have become not merely complementary but decisive actors; states have moved from being passive conformists in trade regimes to becoming active architects. The study examines the transformation of the international trade system in terms of public administration capacity, institutional coordination level, strategic planning capability, forms of governance of the state mind, and political rationality. The combined use of liberal economics, political economics, and geoeconomics approaches creates an interdisciplinary, multi-layered, and integrated analytical framework, revealing that trade regimes are not only economic structures but also political, institutional, and geopolitical mechanisms. This section redefines the role of the state in global markets; it aims to explain the transition from the ‘regulatory state’ paradigm to the ‘strategic state’, ‘coordinating state’ and ‘transformative state’ models at a conceptual and structural level. Thus, the study aims to offer a new state-centred theoretical reading that goes beyond the market-centred narrative in international trade literature.
