Abstract

This study examines the 18 February 2026 report of Türkiye’s Grand National Assembly National Solidarity, Brotherhood and Democracy Commission from a security policy perspective. Drawing on qualitative content analysis and securitization theory, the research uses the main report text and the minutes of the Commission’s 21st session as primary sources. The central research question is: How does the report construct the relationship between security and democratization, and through which institutional design is this policy sequencing established? The findings demonstrate that the report positions security as the constitutive precondition of democratization, constructing a gradual rights architecture conditioning rights expansion on security verification. Rather than third-party oversight, this architecture centers parliamentary ownership and internal legitimacy, institutionalizing the process within the Grand National Assembly. The absence of “Kurdish question” indicates a security-centered framing, while “law of brotherhood” and “security–freedom balance” provide the normative foundation of the resolution discourse. The study argues that this approach represents an institutional model of security-based democratization sequencing.
