Abstract

Despite major developments and achievements in the field of human rights, human rights violations continue to persist strongly throughout the world. Throughout history, individuals, rather than states, have often been more effective in advancing human rights and preventing human rights violations. However, in today's world, human rights defenders are increasingly struggling in a repressive environment and under great threat because of their work to realize human rights. This article examines the concept of “human rights defender”, used to describe individuals working to realize human rights and prevent violations, within the framework of the United Nations Declaration on Human Rights Defenders and Fact Sheet No. 29. This article seeks to discuss how individuals engaged in human rights promotion and protection activities are defined in the context of these documents. It also emphasizes that the Declaration on Human Rights Defenders is highlighted as an important normative source for the protection of human rights defenders and critically analyses the criteria proposed for being considered a human rights defender, discussing the conceptual ambiguity created by these criteria in practice and the different interpretations of the concept.
