Abstract

Purpose: The aim of this study is to examine the perceptions of citizens living in the Beyoğlu district regarding e-government and e-participation applications and to analyze the effects of these applications on local governance processes. Methodology: The population of the research consists of individuals residing in the Beyoğlu district of Istanbul. Beyoğlu was chosen as the sample area due to its cosmopolitan structure and the coexistence of different socio-economic groups. Data were collected from 411 participants, and the scale developed by İnam (2020) was adapted to measure e-government and e-participation concepts. Data analysis was carried out using the Jamovi 2.5.6 software, applying Structural Equation Modeling (SEM) and Ordinal Logistic Regression Analysis. Findings: The findings indicate that e-government and e-participation applications are widely used in the Beyoğlu district and significantly facilitate citizens’ access to municipal services. The positive impact of e-consultation and e-decision-making processes on e-participation was emphasized, although certain deficiencies were also identified. Originality: This study contributes to the literature by addressing the effects of e-government and e-participation applications on local governance processes in the specific context of Beyoğlu district. The results provide strategic implications for increasing citizen satisfaction and strengthening the effectiveness of local governance.

Özet

Amaç: Bu çalışmanın amacı, Beyoğlu ilçesinde yaşayan vatandaşların e-devlet ve e-katılım uygulamalarına yönelik algılarını ve bu uygulamaların yerel yönetim süreçlerine olan etkilerini incelemektir. Yöntem: Araştırmanın evrenini İstanbul ili Beyoğlu ilçesinde ikamet eden bireyler oluşturmuştur. Kozmopolit yapısı ve farklı sosyo-ekonomik grupları barındırması nedeniyle Beyoğlu örneklem bölgesi olarak seçilmiştir. Çalışmada 411 katılımcıdan veri toplanmış, e-devlet ve e-katılım kavramlarını ölçmek amacıyla İnam (2020) tarafından geliştirilen ölçek uyarlanarak kullanılmıştır. Verilerin analizinde Jamovi 2.5.6 yazılımı tercih edilmiş; Yapısal Eşitlik Modeli (YEM) ve Ordinal Lojistik Regresyon Analizi uygulanmıştır. Bulgular: Araştırma bulguları, e-devlet ve e-katılım uygulamalarının Beyoğlu ilçesinde yaygın olarak kullanıldığını ve bu uygulamaların vatandaşların belediye hizmetlerine erişimini önemli ölçüde kolaylaştırdığını ortaya koymuştur. E-danışma ve e-karar verme süreçlerinin e-katılım üzerinde olumlu etkisi vurgulanmış, ancak bazı alanlarda eksikliklerin giderilmesi gerektiği belirlenmiştir. Özgünlük: Bu çalışma, e-devlet ve e-katılım uygulamalarının yerel yönetim süreçlerindeki etkilerini Beyoğlu ilçesi özelinde ele alarak literatüre katkı sağlamaktadır. Bulgular, vatandaş memnuniyetinin artırılması ve yerel yönetimlerin etkinliğinin güçlendirilmesi için stratejik öneriler sunulmasına olanak tanımaktadır.
