Ruşen Keleş Hocamızın bağımsız uzman olarak uzun yıllar Avrupa Konseyi’nde sağladığı katkılar ve edindiği deneyimler bunlar arasında en önemli olanlarıdır. Bu makale, Avrupa Konseyi’nin yerel demokrasiyi ve yerel özerkliği güçlendirme noktasında gerçekleştirdiği önemli adımları Ruşen Keleş’in deneyimlerini paylaştığı söyleşi ile ele almayı amaçlamaktadır.
