Abstract

Covid-19 virus which arose in Wuhan, China, in December 2020 has created disruptive effects in European countries since March 2020. In this paper, the reflections of those disruptive effects on the European Union are analyzed in the case of disadvantaged groups in the member countries of the Union. The disadvantaged groups analyzed in the paper are the elderly population, workers, minorities and refugees. Methodologically, the news related to Covid-19 which have been published in national and international media and public opinion polls in the term between March and June 2020 are scrutinized in addition to the related academic literature. Following the theoretical contribution of Keohane and Nye (1977) on “complex interdependence”, it is argued that the level of “vulnerability” of the European Union member states has increased. It is determined that the elderly population, workers, minorities and migrants have been worse off than the other groups or discriminated in the society; and it is concluded that the European Union has failed to take sufficient measures to overcome those problems.
