Abstract

Over the last thirty five years, one of the paradigm that has shown a great momentum in the field of public administration, is undoubtedly strategic management. Strategic management is used in local governments of bothdeveloped and developing countries such as Turkey, to create an effective, efficient, fast, rationalist, visionary, scientific and strategic thinking based management mechanism. Strategic management is a multi process mechanism including the stages of performance- based budgeting, monitoring, evaluation and reporting in addition to planning. In this article, Istanbul Metropolitan Municipality is selected as a field study and I.M.M. strategic management process has been subjected to a deailed analysis with its all phases within an original model which is created within the framework of Public Financial Management and Control Law (No: 5018) and national and international literature. As a results of examinations, it is aimed to provide solutions for problematic areas.

Özet

Kamu yönetiminde yaklaşık son otuzbeş yıldır, büyük ivme gösteren paradigmalardan birisi de şüphesiz stratejik yönetimdir. Stratejik yönetim; gerek gelişmiş, gerekse de Türkiye gibi gelişmekte olan ülkelerin yerel yönetimlerinde etkin, verimli, hızlı, akılcı, öngörülü, bilimsel ve stratejik düşünce temelli bir yönetim mekanizması oluşturmak amacıyla kullanılmaktadır. Stratejik yönetim süreci, planlamanın yanında performans esaslı bütçeleme ve izleme-değerlendirme aşamalarını da içeren çok süreçli bir mekanizmadır. Bu makalede, İstanbul Büyükşehir Belediyesi alan çalışması olarak seçilmiş; İ.B.B. stratejik yönetim süreci, bütün aşamaları ile birlikte 5018 Sayılı Kamu Mali Yönetimi ve Kontrol Kanunu ve ulusal ve uluslararası literatür çerçevesinde oluşturulan özgün bir model üzerinden detaylı bir incelemeye tabi tutulmuştur.İncelemeler sonucunda, tespit edilen sorunlu alanlara ilişkin çözüm önerileri getirilmesi amaçlanmıştır.
