Abstract

This article aims to provide an analytical discussion on the utility of the use of force in cases of ethnic conflicts that seem to have replaced the ideological clashes of the Cold War as the main source of current conflicts. The study focuses on both international forces, specified as United Nations peacekeeping forces, and national ones. It reveals that although the use of force has some positive functions in preventing deadly ethnopolitical conflicts and initiating a peace process, such conflicts cannot be resolved through force only. In the resolution process, force is stressed to be complemented by multi-level peace building efforts.

Özet

Bu makale, Soğuk Savaş sonrası dönemde barışı tehdit eden yeni tehlike odaklarından biri olan etnik çatışmalarda güç kullanımı sorunu üzerine analitik bir tartışma sunmayı amaçlamıştır. Çalışmada, hem Birleşmiş Milletler barış güçleri olarak spesiŞkleştirilen uluslararası güçler, hem de ulusal güçlerin fonksiyonları tartışılmıştır. Değerlendirme ve tartışmalar ışığında, etnik çatışmaların önlenmesi ve etnik barışın tesisi sürecinde gücün bazı pozitif fonksiyonlarının bulunduğu, ancak etnik uyuşmazlıkların sadece güç temelinde çözümlenemeyeceğ i sonucuna ulaşılmıştır. Bu bağlamda, etnik barışı tesis sürecinin gerektiğinde makul düzeyde güç kullanımını da kapsayan, ancak mutlaka çok yönlü bir temelde gerçekleşmesi gerektiği vurgulanmaktadır.
