Abstract

This article explores the shifts in the meaning of the term civilization in Ottoman- Turkish polity from the beginning of the reformation movements in the late 18th century to the promulgation of the Republic in 1923. In the first systematic Ottoman accounts of the West in the late 18th century, the term civilization was used to denote the technical-military superiority of the West in the battlefield. This marked the emergence of the ideal of civilization as a technique in Ottoman polity. The challenge raised by the newly emerging semi-detached intellectual-bureaucrats for the transformation of Ottoman absolutism into a constitutional monarchy in the 1860s has broadened the meaning of the term of civilization to include a unique liberal-constitutionalist political rationale as the sign of the political-moral superiority of Western civilization. For almost half a century, Ottoman reformism was caught up in a dilemma between two ideals: civilization as a technique and civilization as politics. This dilemma was resolved after the promulgation of the Republic in 1923. The all-encompassing reform initiative undertaken by the Republic was mostly inspired from a comprehensive understanding of the ideal of civilization.

Cumhuriyet’in yürüttüğü kapsayıcı reform girişimi bütüncül bir medeniyet idealinden esinlenmiştir.
