Kurtuluş Savaşı'mn ardından Mustafa Kemal Atatürk tarafından kurulan Türkiye Cumhuriyeti çağdaş değerleri kendine ilke edinmiştir. Cumhuriyet'in ilanından sonra, diğer toplumsal ve kültürel alanlarda olduğu gibi sağlık alanında da çok önemli tarihsel değişimler yaşanmıştır. Bu değişim sürecinde, Atatürk'ün benimsemiş olduğu sağlık anlayışı son derece belirleyici olmuştur. Yeni dönemde kişi sağlığının korunması ve sürdürülmesi toplumsal bir olgu olarak kabul edilmiştir. Atatürk'ün vurguladığı nokta, halka sağlık hizmeti götürmenin devlete düşen bir görev olduğu şeklindedir. Cumhuriyet yönetimi sağlık sorunlarına hızlı bir şekilde çözüm getirirken, uzun süre Bakanlık görevinde bulunan Dr. Refik Saydam 'ın bu alandaki katkıları çok büyük ve kalıcı olmuştur.
