Abstract

Evidence-based policy-making EBPM embarked upon by Tony Blair’s Labour Party in the UK at the end of 1990s has been a touchstone in terms of bridging the gap between social science research and policy-making. Injection of scientific knowledge into public policies has not been a recent development, however, EBPM rendered the implementation and diffusion of scientific knowledge across public policies primarily in the areas of healthcare, social care, education and crime. EBPM as a policy-making model has disseminated throughout the Anglosphere countries including the United States, Australia and Canada, as well as the EU, and some other developed and developing countries. In the Turkish case, EBPM has recently been on the agenda of academics, policy-makers and policy professionals only in the fields of healthcare, education, and partly social welfare. The aim of this study is to examine evidence-based policy-making and practice as one of the chief issues of the public policy studies with regard to its historical development, basic assumptions and criticism, and to evaluate its reflection on Turkish policy-making agenda.
