Abstract

This study compares the positions of Türkiye, Georgia and Azerbaijan in hazelnut production and trade and examines whether a regional cooperation framework along the Middle Corridor, termed the “Hazelnut Road”, can support access to Asian markets. The descriptive analysis is complemented by a PPML gravity model with exporter-year and importer-year fixed effects, estimated on bilateral hazelnut trade data (HS 0802.21 and 0802.22) from the CEPII BACI database for 2000–2024. Results indicate that current hazelnut demand in Central Asia is limited and that the three countries’ combined exports to these markets exceeded the level predicted by the gravity model in 2020–2024. In the Chinese market, realised exports fall short of the model prediction, and the gap stems mainly from Azerbaijan and Georgia; this gap should be interpreted as a deviation from the bilateral trade level expected under the model’s conditions rather than as directly attainable additional exports. No statistically significant increase in hazelnut trade with the target markets is found after the opening of the Baku–Tbilisi–Kars railway; however, since the event-study estimates do not strongly support the parallel trends assumption, this result constitutes descriptive rather than causal evidence. World Bank data also suggest the Middle Corridor offers no clear time or cost advantage over maritime shipping. The findings suggest that the Hazelnut Road should be framed not as a short-term alternative to the European market, but as a complementary regional cooperation framework that can support market diversification, quality and standardisation, storage, processing, logistics coordination and, especially, access to the Chinese market.
