Abstract
At a time of growing turbulence in transatlantic relations, European states are approaching the 2026 NATO Summit in Ankara burdened by divergent perceptions of threats. This article addresses a fundamental question: What do European states perceive as threats, and to what extent do their military calculations correspond to these perceptions?, The article brings together national security reports and national defense strategies issued by European states since 2022, translating stated threats and capability-building commitments into data suitable for analysis and visualization. Consensus around a Russia-centered threat perception is divided into three regional sub-security clusters: an Eastern cluster focused primarily on Russia; a Southern cluster shaped by migration and instability; and a third cluster comprising the larger European powers. As the Ankara Summit approaches, the central challenge is to transform this fragmented matrix of threat perceptions into a coherent strategic vision.
