Abstract

This paper examines the resurgence of armed conflict in Yemen. It illustrates that the roots of the conflict extend to a legacy of accumulated grievances and violations. It argues that the continuation and recurrence of conflicts in Yemen cannot be attributed to shifts in the balance of power on the ground or to regional interventions, but rather to a legacy of grievances that successive Yemeni governments and past political settlements have failed to address. It concludes that neither a military victory nor a political settlement will achieve stability and peace in Yemen unless a genuine national transitional justice process is established to address accumulated grievances, address victims' issues, and lay the foundation for meaningful social and political reconciliation. Otherwise, the local environment will remain conducive to recurring cycles of war.
