Abstract
In this study, the criteria by which public order and political loyalty were defined in the Early Republican period were examined through a joint consideration of the Istanbul and Eastern Independence Tribunals. The study was conducted through the historical method, drawing on source criticism, comparison and contextualisation. At the first stage, documentary indicators relating to criminal accusation, judicial reasoning and sentencing were identified in tribunal decisions and organised into sub-historical and main historical patterns. At the second stage, these patterns were interpreted by relating them to the Republic Archives of the Directorate of State Archives of the Presidency of the Republic of Türkiye (BCA) and the Grand National Assembly of Türkiye (TBMM) documents in their temporal, spatial and actor-based contexts. The findings demonstrated that, in Istanbul, the boundaries of the legitimate political sphere were drawn around the caliphate, religious influence, the press, and anti-regime speech; in the East, by contrast, rebellion was constructed as a broad field of counter-sovereignty through separatist claims to sovereignty, local chieftainship, logistical support, propaganda, and armed mobilisation. Therefore, it was concluded that these tribunals did not merely perform a punitive function but also operated as constitutive instruments that defined the Republic’s acceptable political belonging and distinguished legitimate forms of loyalty from political attachments deemed dangerous. In this way, it was shown that state-building in the Early Republic was differentiated between the centre and the periphery yet was constructed within a shared logic of governance.
