Abstract

When examining diplomatic customs from a theoretical perspective, it is observed that the political entities, the balance of power, and the societal expectations of each era shape them. The medieval world likewise possessed a unique understanding of diplomacy. While permanent embassies were absent from the period's international relations, diplomatic customs were preferred in line with current developments and specific purposes. Diplomatic activities pursued in pre-Islamic Turkish states were also within this scope, shaped by the society’s understanding of cosmography and nomadic steppe culture. Structured around the concepts of kut (divine mandate) and world domination, the aforementioned diplomatic customs were implemented by powerful rulers and backed by military successes. Consequently, capable rulers and powerful armies were decisive in diplomatic relations, whereas under opposite circumstances, diplomatic customs geared toward survival developed. In contrast, actions regarding ambassadors and their rights were carried out in accordance with universal norms, with emphasis on matters such as personal safety and welcoming customs. On the other hand, in states representing settled civilizations, such as Rome, foreign relations were also shaped by the state’s power and battlefield successes. Furthermore, differences were observed in terms of customs. The Roman Empire generally conducted its foreign relations on the axis of the concept of civilization and written treaties. In Rome, diplomacy was institutionalized, regarded by the Romans as an element of state sovereignty, and endowed with universal principles such as immunity. Conversely, during periods of strength, the Romans employed diplomatic practices that asserted unilateral superiority and enhanced their prestige. However, since relations between the European Huns and Rome favored the dominant Huns, the diplomatic customs between these political entities were shaped in this context. Although valuable political and military studies have been conducted regarding European Hun-Eastern Roman relations, the subject has not been evaluated holistically in the context of diplomatic customs. By employing document analysis, induction, and the comparative method, we aim to contribute to the field by addressing the European Hun-Eastern Roman relations during the Attila period within the context of medieval diplomatic customs. Indeed, medieval international relations did not merely consist of treaty texts accepted by the parties; rather, it was a political arena where diplomacy and diplomatic customs, the intelligence capacities of states, the qualities of their leaders, their psychological superiority, and the conceptual differences between civilizations competed with one another. In this context, the Huns blended the experiences they brought from East Asia with the Roman customs they encountered here, demonstrating their successes on the battlefield and at the diplomatic table.
