Abstract

The rapidly increasing process of urbanization today necessitates the evaluation of cities not only in terms of population density but also across environmental, economic, and social sustainability dimensions. However, in Türkiye, the absence of a national, common metric system that allows for a holistic approach to measuring urban sustainability has created significant gaps in decision-making processes and inter-city comparisons. In this context, this study has developed an Urban Sustainability Assessment Model (USAM) that is applicable to all provinces in Türkiye, based on data and multi-dimensional criteria. The study analyzed 18 national and international sustainability indicator sets, defining main and sub-indicators with objectives across themes like social structure, environment, economy, transportation, energy, built environment, governance, innovation, and disaster management. The model, developed through literature review, data suitability, and content comparison, is designed with a structure based on common indicators. The USAM enabling the analysis of cities' current sustainability levels; also serves as a strategic guide for policymakers, local governments, and urban planners. The main contribution of the developed model lies in offering a holistic, comparable, and applicable multi-dimensional framework for sustainability indicators; additionally, the weighting of indicators has been defined as a multi-criteria decision-making method module.
