Abstract

RThis study attempts to understand how regional development policies in Türkiye have changed over time through development plans. Three main questions emerge: How are regional inequalities addressed in the plans? What tools are used to address these problems? And how has this entire approach changed over time? In this context, texts from the First Plan to the Twelfth Plan were examined using qualitative content analysis. The analysis shows that regional development policy has followed a certain trajectory over time. In the early periods, an approach that primarily sought to balance regional inequalities through public investments was prominent. In the later period, selective interventions and incentives became more visible. In the more recent period, it is possible to speak of a place-based and multi-actor structure. In the most recent period, concepts such as sustainability and resilience have come to the forefront. Despite all this change, the picture has not fundamentally changed, and regional inequalities largely persist. In other words, the policy language changes and the tools diversify; however, the results do not change to the same extent. This suggests that the goals set out in the plans do not always coincide with the results on the ground. Therefore, it can be said that there is a mismatch between the policy and the structures that produce inequalities. From this perspective, the study examines regional development policies not only through the tools themselves, but also within the broader context in which these tools operate. Such an approach is considered to offer a distinct contribution to the literature, particularly from an analytical standpoint.
