Abstract

The ultimate goal in the development of countries is to raise the social welfare levels of their citizens. Societies with high welfare levels also have high levels of human development. Many factors influence human development. Digitalization is one of the important factors permeating this development in every field. This study focuses on how digitalization and the increasing use of digital technological tools in daily life affect the level of human development. In this context, the effects of the Human Capital Index (HCI) represented by the use of digital technological tools, the Online Services Index (OSI), and the impact of Research-Development(R&D) expenditures on the Human Development lndex (HDI) were examined using panel data analysis for 15 selected OECD countries for the period 2010–2021. ln the study, cross-sectional dpendence, stationarity (unit root tests), and coefficient homogeneity were examined sequentially. Furthermore, the cointegation relationship and the causality relationship among the variables under investigation were analyzed. According to the analysis results, there is a cointegration relationship and a causal relationship between the variables. Accordingly, a bidirectional causal relationship was found between HDI and HCI. Another causal relationship occurred unidirectionally from OSI to HDI. The variables included in the analyzes explain the HDI or have a causal effect on the HDI. On the other hand, no causal relationship was found for the R&D variable.
