Abstract

In today’s educational ecosystem, the dominant approach focusing primarily on academic achievement reduces the visibility of psychosocial difficulties faced by students. In Türkiye, inadequacies in professional support mechanisms cause multidimensional issues, such as violence, neglect, suicide risk, and socioeconomic deprivation, to evolve into severe adjustment problems and academic failure over time. Therefore, schools should be conceptualized not merely as institutions that provide instruction but also as structures where risks are identified at an early stage and protective and preventive interventions are implemented. In this context, school social work contributes to the early identification, assessment, and management of risks faced by students through a holistic approach encompassing the individual, family, and school environment. However, the lack of systematic and sustainable integration of school social work into the Turkish education system constitutes a major structural gap. In contrast, the Elevhälsan model implemented in Sweden integrates student health and social support services based on legal guarantees, institutional organization, and multidisciplinary collaboration, offering an approach centered on early intervention and preventive services. This study aims to examine the legal, administrative, and organizational structure of the Elevhälsan model, examine the roles and areas of practice of school social workers (skolkurator), evaluate the model’s strengths and limitations, discuss its applicability in Türkiye, and develop an institutional and administrative model for school social work in Türkiye.
