Abstract

Digital transformation and innovation-driven growth processes have significant impacts on countries' productivity structures, economic performance, and social welfare levels. Research and development activities and the widespread adoption of information and communication technologies (ICT) are among the fundamental dynamics supporting human development by improving education, healthcare, and income opportunities. However, the inclusivity dimension of digitalization and its distributional effects remain an important area of debate for policymakers. This study offers a different perspective to the literature by examining the long-term effects of R&D expenditures and ICT export expenditures on human development in Turkey for the period 2002–2022. Due to the relatively limited number of empirical studies that directly address the relationship between digital transformation and human development, the study adopts a holistic approach that evaluates the economic, educational and health dimensions of digitalization together by using the Human Development Index (HDI) as the dependent variable. The ADF test showed that the series are I(1), and a single cointegration vector (r=1) was detected under the Lag=2 lag structure. Long-term findings reveal that both R&D expenditures and ICT export expenditures positively and significantly impact human development. However, the coefficient magnitudes indicate that while the current digitalization structure increases human development, it may create inclusivity problems. Diagnostic tests show no autocorrelation or heteroskedasticity in the model. The findings suggest that digital transformation in Turkey is critical for human development, but it needs to be supported by inclusive policies.
