Abstract

In the digital age, electoral processes are increasingly shaped by technology, and the integration of artificial intelligence into voting systems has become a critical topic of debate. AI-supported e-voting applications present both transformative opportunities and significant risks for the future of democracy. This study examines these dual dimensions by exploring the historical development of election technologies, the emergence of electronic voting, and the implications of digital transformation for electoral security and legitimacy. Drawing on international experiences and focusing on the Turkish context, the research provides a comprehensive assessment of the potential benefits and challenges of AI in elections. Findings indicate that artificial intelligence can accelerate voting procedures, enhance electoral security, analyze voter behavior, filter disinformation, and improve participation, particularly among overseas voters. However, the study also highlights serious concerns, including the rise of digital authoritarianism, algorithmic bias, data vulnerabilities, and the risk of election manipulation. The results emphasize that the effective implementation of AI in democratic processes requires more than technical regulation. It must also be grounded in ethical principles, supported by transparency, accountability, and participatory mechanisms that foster public trust. In this respect, the sustainability of democratic systems depends not only on technological innovation but also on strengthening democratic legitimacy.
